Description: The narrator of "Perverted Passion" informs the viewer that is responsible for the making of this porn film because the viewer "voted to cut government spending", and thus one voyeuristic mental case with a hang-up for rape and murder is released early from an institution, and a motorcycle-riding thug is released early from prison due to these budget cuts. The two will eventually cross paths in the film.
