La historia comienza de nuevo el 21 de enero de 1968, cuando un bombardero B-52G llevar bombas termonucleares en los accidentes bordo en el mar Ártico de North Star Bay, cerca de la base aérea de Thule. El equipo de búsqueda encuentra los restos del avión y las bombas de tres, pero la cuarta falta. Saltar a la actualidad: el jefe de la mafia rusa y notorio traficante de armas, Yebievdenko, tiene un juguete nuevo para la venta: una bomba atómica. La CIA se entera de sus planes de vender a un gobernante de Libia. El temor es que se va a utilizar en un ataque terrorista contra los EE.UU. para vengar la participación estadounidense en el conflicto de Libia.
