La difícil situación de los refugiados japoneses evacuados de zonas de desastre es bien conocido, pero menos conocida es la difícil situación de los animales abandonados, ahora mueren de hambre y reduce al canibalismo.

El Ministro de Medio Ambiente ha solicitado tardíamente se hagan esfuerzos para recuperar los animales abandonados de las zonas de desastre, mientras que organizaciones de beneficencia ya han comenzado las operaciones de rescate, pero para algunos animales estos esfuerzos son demasiado tarde.
