La nación norteamericana ha entrado en una grave crisis, y sólo el nuevo presidente electo, Lex Luthor, parece capaz de controlar el caos. Luthor ha reclutado a casi todos los superhéroes para que trabajen para el gobierno, con la excepción de Batman y Superman, quienes desconfían de sus intenciones. Pero cuando se presenta una amenaza apocalíptica - un gigantesco meteorito de kriptonita se acerca a la Tierra y sus efectos serán devastadores -, Luthor aprovecha la ocasión para deshacerse de su viejo enemigo. Simulando un atentado contra su persona, Luthor culpa a Batman y Superman de ser los responsables, y ofrece una botín de un billón de dolares por sus capturas. Y los superhéroes deberán darse a la fuga, luchando con los cazarrecompensas, mientras intentan encontrar una solución para detener el inminente choque del asteroide contra el planeta.
