La 'L', el nuevo Cartucho de Bogotá, es la zona donde se vende y consume más droga en la ciudad

Ese sector de tres cuadras en el centro de Bogotá, también conocido como el Horno, creció desde mediados de los años 80, pero se consolidó en el 2002, tras la construcción del parque Tercer Milenio.

"La 'L' es un espacio de alto deterioro urbano donde existen construcciones anteriores a los años 50 que han sido adecuadas para que funcionen inquilinatos y hoteluchos que sirven de escenarios para el expendio de drogas. Se puede catalogar como el mayor foco de tráfico de sustancias psicoactivas del Distrito", aseguró Javier Molina, un ex habitante de la calle, que ahora trabaja con la Secretaría de Integración Social en la rehabilitación de indigentes.

La zona está controlada por cinco poderosas 'ollas' que, más que lugares, son bandas organizadas para la venta y distribución de alucinógenos. 

Estos sitios cuentan con jerarquía propia: un jefe, un administrador y grupos de empaque, venta y seguridad, que pueden llegar a emplear hasta 30 personas.



Los inquilinos de la 'L'


Quienes están a cargo del negocio del bazuco representan una minoría del total de los residentes de la zona, que son, principalmente, habitantes de la calle.

Carlos Garzón, subdirector para la Adultez de la Secretaría de Integración Social y ex alcalde de la localidad de Los Mártires, dijo que en las calles de la 'L' puede habitar un promedio de 1.200 personas, que se suman a las 900 que duermen diariamente en las residencias.

Esta población hace de esta calle en forma de L la tierra por excelencia del tráfico de bazuco en Bogotá. 



Bazuco de marca


Cada banda tiene su propia marca de bazuco, identificada con un nombre y unas características particulares. 

"El consumidor sabe cuál es la mejor por el efecto que produce", explicó Álex Buitrago*, quien vivió ocho años sumergido en la 'L' y perdió su oreja derecha en un ajuste de cuentas.

Las marcas más 'cachetosas' y de mayor distribución son Escalera, Paloma, Alacrán, América, Manguera y Homero. 

Esta última es la más famosa y de mejor calidad. Se reconoce por la imagen del conocido personaje de la serie Los Simpsons plasmada en el empaque plástico.

La rivalidad entre las 'ollas' y la lucha constante por el territorio y por la clientela son las principales causas de la violencia que se vive dentro de la 'L'. 

"Desgraciadamente, el ajuste de cuentas se hace con la vida, que es la que media todo en la zona", enfatizó Molina.

Y es que en la tierra del bazuco no solo se distribuye droga: allí también funcionan compraventas de armas y se consigue ropa, celulares, cámaras, bicicletas y hasta tenis usados.

"Allá puedes ir y vender un arma. Se consiguen revólveres, escopetas, balas, munición y granadas", confesó, entre risas, Francisco Gutiérrez*, un joven que duró varios años en la indigencia y vivió siete en el sector de la 'L'.

En mayo, en un allanamiento que realizó la Policía, en dos casas se encontraron dos revólveres, 132 armas blancas, 276 papeletas de bazuco y hasta uniformes del Ejército.

Así es la vida en la zona de la 'L'
Eduardo López* no supera los 30 años de edad y, sin embargo, es una de las personas que mejor conocen el sector de la 'L'.

A mediados de 2006 entró a vivir de lleno en la zona, pues empezó a trabajar en una de las 'ollas' que allí funcionan.

Permaneció durante año y medio, hasta que se internó en el 
Centro Personal Transitorio para habitantes de la calle, de la Secretaría de Integración Social.

Cansado de la adicción al bazuco y de la violencia, decidió dejar atrás su pasado para dedicarse a la panadería. 

"Lo peor de vivir en la 'L' es que tu vida no vale nada. Por controlar territorio o por acaparar clientela las bandas se agarran a bala; los indigentes se atacan con cuchillo por conseguir los mil pesos de la 'bicha'. Mi límite fue cuando casi pierdo la vida por defender mi 'olla', un negocio que no me pertenecía" , dijo.

They call it a tolerance zone. Pacho, the photographer, made it 100 metres in. He turned left at the army barracks, passing policemen stationed at the corner. Refusing offers of drugs and stolen mobiles, he instead paid someone to watch his back and mustered a face which only a 14-stone skinhead can. 


Yet soon he was surrounded by men, women and even children, reaching desperately into his pockets and threatening violence. As he struggled to leave, pushing one of his new acquaintances to the ground, one policeman finally intervened. “Now run,” he murmured.



In these few blocks, the law does not apply. So what if this is the heart of Colombia's capital, Bogota, just six blocks from the presidential palace with police and army guards hovering? If it seems bad, one social worker tells me, you should have seen El Cartucho.



El Cartucho was Colombia's most legendary tolerance zone, located just on the other side of the barracks. There prostitution, drugs and dirt found haven from respectable society. One resident called it hell.


In the 1990s, the tolerance ran out. The city's mayors tore down the area's 600 houses, replacing them with a park. When the last house fell in 2003, a city councillor heralded the end of “40 years of shame”. The buildings may have disappeared, but the social exclusion which they came to symbolise is as alive as ever.



El Cartucho was never a shanty town nor even a housing project gone wrong, like Rio de Janiero's City of God. Instead it was once a wealthy neighbourhood of colonial houses. After the 1960s, Bogota's rich moved to apartment blocks further north, and the houses' owners could no longer find regular tenants.


The owners' last resort was to rent to local strongmen, who transformed the houses into drug hang-outs, serving glue, marijuana, mushrooms and above all, cocaine-based basuco. You could buy drugs anywhere in Bogota, but only in El Cartucho could you consume them so hassle-free. Thousands of homeless people, prostitutes and criminals came to the area. And the prices were unbeatable: a basuco cigarrette cost 10p; prostitutes charged 75p. To pay for their pleasures, residents would steal, clean cars, sharpen knives, sort rubbish...whatever paid.



A gulf grew between the area and the rest of Bogota. It developed its own rules: residents were not to rob inside El Cartucho, not to be grasses, and to speak only when necessary. A local jargon emerged, such as the phrase “going at 180 with no petrol” – wanting drugs but without any money to buy them. El Cartucho even had a “commander”, a former criminal known as Comanche, who would resolve disputes between residents and with the world outside. It was Comanche who asked the police to withdraw from the area; they agreed, implicitly recognising that he could control it better than they.


Meanwhile, the city's key public buildings – the presidential palace, the mayor's office, the Supreme Court – were just five blocks away. The juxtaposition seemed merely comical, until guerrillas used El Cartucho as an unguarded launching point for a mortar attack on the 2002 presidential inauguration. A dozen bystanders were killed.



By then, El Cartucho was already doomed. In the 1990s, it had begun to attract not just drug users and prostitutes – but also journalists, anthropologists, social workers, and politicians. As its legend grew, so did public outrage. Enrique Peñalosa, mayor from 1998 until 2000, called the area, “a symbol of chaos and of government impotence.” He and his successors pledged to reclaim El Cartucho for the public.
The resulting park – named Third Millennium, in a bout of turn-of-the-century grandeur – has been about as popular as London's Dome. Few people wander around it, and those that do hurry: the surrounding blocks, including the tolerance zone behind the army barracks, are still amongst the city's most dangerous. But no matter. Bogota's residents never wanted a new park; the area could be a rubbish tip or a presidential swimming pool. Just as long as it isn't El Cartucho.



How much has really changed? Many of El Cartucho's residents shunned official rehabilitation programmes, never moving off the streets. New tolerance zones emerged, providing hassle-free drug hang-outs. However, deprived of their home, other former residents now sort rubbish, beg and occasionally steal in north 
Bogota: where the rich had gone decades before them, where passers-by have pocketfuls of coins and restaurants offer plates of left-over food. Even without the lawlessness of a tolerance zone, they still hardly relate with other citizens. The rich feel affronted by their arrival.


Here is where a Big Issue-style streetpaper, which could launch next month, could have a real impact: encouraging these people to talk, to think of themselves as part of the same society, to stop trying to escape from one another. 



Otherwise, the city's most excluded residents may simply continue to gather in the new tolerance zones. And these attempted havens – as El Cartucho before them – will be removed then recur like malignant tumours.

este es un documental sobre la vida de la monotonía diaria repitiendo siempre anormal de un embalsamador de edad que es el más activo en el mundo, que trabajan en la zona más peligrosa en Colombia, uno de los países más peligrosos del mundo que ha sido roído y gobernado por la violencia durante muchos años. Es demasiado simple y mínimo. En la zona de El Cartucho no hay más que cadáveres. Nada existe allí, pero un naufragio de la violencia y la oración. Tengo la intención de representar el amor y la dignidad que todavía quedan en los seres humanos después de haber sido despojado de todo.

Muy buena la recopilacion, nada mas crudo de la realidad de Bogota, el centro neuralgico del pais esta rodeado de la podredumbre humana.

Actualmente el cartucho no esta tan caliente porque esa zona geograficamente fue restaurada por completo y los indigentes se trasladaron dos cuadras detras del comando del batallon de guardia presidencial... este sector conocido como el bronx es un pequeño cartucho con un poco menos de indigentes pero con la misma calentura....
